Notice of Preparation of an Environmental Impact Report
On October 9, 2018, notice was given that the California Department of Parks and Recreation (State Parks) intends to prepare an environmental impact report (EIR), consistent with requirements under the California Environmental Quality Act (CEQA). The purpose of the EIR is to evaluate the environmental impacts associated with the proposed Red Rock Canyon State Park General Plan Revision (Project). State Parks will serve as the lead agency under CEQA.
The purpose of this Notice of Preparation (NOP) was to notify agencies, organizations, and individuals that State Parks plans to prepare the EIR and request input on the scope of the environmental analysis. From public agencies, we invited comments on the scope and context of the environmental information that is relevant to each agency’s statutory responsibilities with regard to the proposed Project. State Parks also requested interested individuals’ or organizations’ views on the scope of the environmental document.
Public Scoping Meetings and Public Comments
Dual-purpose public meetings for EIR scoping and General Plan Revision planning were held in Ridgecrest at the Historical Society of the Upper Mojave Desert on October 23, 2018, and in Lancaster at the University of Antelope Valley on October 24, 2018.
Comments on the scope of the General Plan Revision were accepted until 5:00 PM on Friday, November 9, 2018.
Written and oral comments were also accepted at the two scoping meetings.
